The ACET Team eagerly awaits the release of the S3 re-compete. This site is designed to assist the ACET Team by providing up to date information, related items of interest, and timelines for S3 activities and milestones.

Summary:

S3 is a $30 Billion dollar, multiple award contract vehicle covering a broad range of lifecycle services. It is designed to efficiently meet the integrated engineering, business operations and logistics service needs of all C4ISR customers, under the guidance of the U.S. Army, Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center, and in coordination with the C4ISR community. The C-E LCMC plays a vital role in the transformation of U.S. Army forces. It provides the technologies to sustain and support superior Command, Control, Communications, Computers, Information, Surveillance and Reconnaissance (C4ISR) systems for the joint warfighter.

Background:

The Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) community has met needs for a broad range of support services through multiple customer-specific, service categories focused, Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The U.S. Army, Communications-Electronics Command (CECOM), Acquisition Center in coordination with our C4ISR partners, intends to meet the needs of all C4ISR customers at Fort Monmouth, NJ and Aberdeen Proving Grounds, MD. The intent of the proposed contract is to provide multiple prime contractors and subcontractors capable of providing the broad range of equipment and services required to accommodate varied user demands.

Task Areas:

These demands may require services and equipment to facilitate support to the Government in the areas to include:
- Systems engineering
- Engineering
- Research and development
- Maintenance
- Software development, sustainment and support
- Program management and analysis
- Business functions
- Logistics
- Supply chain management
- Technical field assistance
- Test and evaluation
- Modeling and simulation
- Information operations/assurance support
- Fielding and training
- Facilities management
- Administrative support
These services will be performed in conjunction with all new and existing federal Government system of systems, family of systems, platforms, systems, subsystems and items.

11/23/2009
The Contracting Office stated that it is currently evaluating the acquisition strategy for this procurement, especially how to integrate small businesses. The Contracting Office confirmed that it will integrate small businesses in some way, but currently it is unsure HOW this will be done. This decision is expected to be made sometime in January 2010. An anticipated Solicitation release timeframe is March 2010.

The Contracting Office confirmed that it is currently compiling and analyzing the comments/questions submitted by industry for this procurement and plans to present the information to the principal assistant responsible for contracting (PARC) in the near future. A specific timeframe for when the acquisition strategy will be decided was unavailable. The RFP is anticipated to be released in December 2009.

10/06/2009
The Contracting Office stated that at this time it is composing the final PWS and plans to hold an Industry Day in about one month with further details forthcoming. The acquisition strategy is also still being developed, and information regarding number of awards or regarding small business concerns was unavailable. Comments on the Draft PWS remain due by the close of business on October 31, 2009.

10/05/2009
The Contracting Office released the Draft Performance Work Statement on October 5, 2009. Comments on the Draft PWS must be submitted by the close of business on October 31, 2009.

08/28/2009
The Contracting Office stated that the final Solicitation is not anticipated to be released until sometime in December 2009 or January 2010. Draft Solicitation documents are expected to be released publicly beforehand.

07/21/2009
The Contracting Office stated the Performance Work Statement (PWS) is currently being worked on. The Contracting Office was unable to confirm whether Draft documents are anticipated to be released. The Contracting Office stated the dates previously given in the APBI are guides, but not necessarily accurate. The Contracting Office was unable to provide a new anticipated procurement timeframe.

According to slides presented by Mr. Edward Elgart at the 2009 Advanced Planning Briefing for Industry (APBI) on June 3, 2009, this requirement is anticipated to be a 5-year contract (3-year base plus two 1-year options) for an estimated $30 Billion ceiling. According to the presentation the Government anticipates issuing the Solicitation in September 2009 with an award anticipated in 2Q FY 2010.

02/24/2009
The Contracting Office stated that this vehicle will be re-competed in FY09 or F10, and that it may not exercise any of the options on the contract. A May 29, 2008 Advanced Planning Briefing to Industry (APBI) by the Communications-Electronics Research, Development, and Engineering Center (CERDEC), included in the Related Documents section of this Opportunity Report, stated that an RFP would be issued 3QFY09 and an award would be issued 1QFY10. However, the Contracting Office stated that acquisition planning for this opportunity is in its incipient stages, and the anticipated release date for the RFP may be pushed back to 4QFY09 or 1QFY10.
